Abstract

In the contemporary era, globalization and technological advancements have spurred the growth of international trade and heightened competition. This has necessitated that countries enhance their logistics performance and render it measurable to sustain their economic activities. To meet this need, the Logistics Performance Index (LPI), developed by the World Bank and published biennially, has become an internationally accepted benchmark. The scores countries receive on this index serve as a critical reference for investors, international firms, and policymakers. The objective of this study is to analyze the Logistics Performance Index (LPI) values of Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan—member states of the Organization of Turkic States—using the CRITIC and TOPSIS methods. In addition to the overall index scores, the study delves into sub-components such as customs efficiency, infrastructure quality, traceability of shipments, competitively priced shipping, logistics service competence, and on-time delivery. In the analysis phase, the logistics performances of these countries were comparatively evaluated using the multi-criteria decision-making techniques of CRITIC and TOPSIS. The results of this analysis revealed that Turkey holds a leading position in logistics performance among the member countries of the Organization of Turkic States. In the weighting conducted using the CRITIC method, infrastructure quality and customs efficiency emerged as the most significant criteria. Meanwhile, the country ranking established by the TOPSIS method placed Turkey first, followed by Kazakhstan, Uzbekistan, and finally Kyrgyzstan. Turkey's high performance has been particularly attributed to its investments in logistics infrastructure and the consistent improvement in its service quality. It was determined that the other countries in question require more strategic investment and cooperation in the field of logistics for sustainable development.
