Abstract

Forensic practices in traffic accidents involve interdisciplinary efforts to scientifically collect, preserve, and analyze evidence in order to uncover the material truth. This study offers an integrated framework for managing accident scenes involving fatalities or injuries by addressing judicial, technical, and methodological dimensions. It examines the initial response phase, focusing on coordination through the 112 emergency system, protecting the accident site, minimizing secondary accident risks, and ensuring multi-agency collaboration. Evidence management is explored through the identification, documentation, and secure handling of physical (e.g., traces, debris, vehicle positions), digital/electronic (e.g., EDR data, mobile devices, surveillance cameras), and biological (e.g., toxicology, DNA) evidence in line with chain of custody protocols. The role of modern techniques such as photography, video recording, sketching, photogrammetry, and 3D laser scanning is emphasized for enhancing evidential reliability. The study also addresses human factors, including driver interviews, obtaining unbiased witness statements, and providing sensitive communication and psychosocial support to victims. In terms of accident analysis and reconstruction, it highlights a cross-validation approach that combines analytical methods with computer-based simulations. Finally, the study recommends adapting international guidelines, including those by ENFSI and FHWA, to align with Turkey’s legal system. Three core strategies are proposed for effective scene management: national standardization and checklists, multi-agency training and exercises, and institutional integration of technology-based documentation and data analysis.
