Abstract
This study examines the historical transformation of global payment infrastructures within the framework of the concept of financial sovereignty and assesses the economic and strategic position of TROY, Turkey’s domestic payment system. The study first addresses the dollar-centric international financial architecture that took shape following the Bretton Woods system, and then examines the development of global payment networks, particularly SWIFT. It is demonstrated that payment systems are not merely a technical financial infrastructure; they also exert decisive influences on states’ financial sovereignty in terms of data management, sanctions risk, system dependency, and strategic control. The study further analyzes the emergence of TROY, its operational mechanisms, and its impacts on the Turkish economy; it concludes that domestic payment systems hold strategic importance in terms of keeping transaction fees within the country, developing financial technological capacity, and reducing external dependency. Furthermore, based on data from the Interbank Card Center (BKM), the rapid increase in the use of credit and debit cards through TROY was highlighted, and it was assessed that the system is increasingly becoming a stronger payment infrastructure in Turkey.
