Abstract

The purpose of this study is to explore parents' views on the centralized randomization system adopted for the assignment of first-grade primary school students to classrooms and teachers. Accordingly, the present study seeks to explore how parents evaluate the random assignment system in terms of educational equality, fairness, management of the process, effects on the school climate, and overall parental satisfaction. To this end, a descriptive research design was adopted for the study. The study group consists of 396 volunteer parents of first-grade students attending public primary schools in different parts of Turkey during the first semester of the 2025–2026 academic year. The data were collected through a 20-item survey instrument using a five-point Likert scale. Surveys were conducted online via Google Forms. Data analysis was carried out using the SPSS statistical software package. Frequency and percentage distributions were calculated for each item and category. The grouping of survey items was based on their content and conceptual structure, and four main categories were identified: "Process Management and Information”, “Educational Equity and Justice", "School–Stakeholder Relations and School Climate", and, "Overall Satisfaction with the System". The findings indicate that parents generally evaluate the random selection system favorably in terms of fairness and equal educational opportunities. The results of the study also suggest that the system reduces pressure related to teacher selection and enhances trust in school administration. However, some parents reported that their expectations regarding the level of information provided during the process were not fully met. The random classroom and teacher assignment system is a multidimensional educational policy with significant implications for school climate and stakeholder relationships.
