Abstract

The circular economy approach is a model developed in response to the rapid depletion of natural resources within the linear production–consumption process, aiming to keep resources in circulation within the economic system for as long as possible. This approach seeks to reduce environmental pressures by promoting reuse, recycling, and efficiency improvements in production and consumption processes. Resource productivity is widely regarded as one of the key indicators for assessing the effectiveness of circular economy policies. This study examines the causal relationship between circular economy indicators and resource productivity for 15 OECD countries over the period 2000–2023, employing a panel data approach. The analysis is based on the heterogeneous panel causality method proposed by Emirmahmutoğlu & Köse (2011). The empirical findings reveal that these relationships vary across countries. In particular, energy efficiency and recycling rates have statistically significant effects on resource productivity in some countries, while reverse causality relationships are identified in others. Overall, the results suggest that the effectiveness of circular economy policies depends on country-specific structural and institutional factors.
