Abstract
This study examines social policies and occupational health and safety (OHS) within the context of employee well-being in the paper industry as an integrated process. Focusing on SEKA, the study evaluates how industrialization policies implemented with limited post-war resources created a unique welfare model. The shortage of qualified labor during the establishment period necessitated state-centered policies aimed at retaining the workforce, increasing productivity, and strengthening organizational commitment. In this context, the housing, healthcare, daycare, education, and social activities provided to employees established a strong community-based organizational structure. However, despite these advanced social welfare practices, these structures were unable to adapt over time to global competition and the requirements of modern industry. The primary reasons for this situation include disguised unemployment, insufficient technological modernization, weak managerial accountability, and political interventions. These structural limitations gradually reduced productivity and competitiveness. Today, paper production in Türkiye largely depends on imported cellulose and recycled paper. In addition, increasing automation, mechanization, and artificial intelligence-supported systems have contributed to safer and more controlled working environments, referred to as “dark factories,” by reducing human intervention. This study demonstrates that an approach focused solely on employee well-being is insufficient and highlights the necessity of continuous and adaptive restructuring in line with the evolution of industrial competition and contemporary conditions
