Abstract
This study examines U.S. policies toward China within the context of the Belt and Road Initiative, launched in 2013, using an approach that synthesizes structural and offensive realism perspectives. The economic and geopolitical implications of the Belt and Road Initiative are viewed by Washington not merely as a commercial development initiative, but as a tool capable of long-term power projection and strategic influence. The counter-strategies developed by the U.S. toward China are examined through diplomatic, economic, technological, and security dimensions, and the study is conducted within the scope of qualitative research methodology, drawing on literature, policy documents, and historical developments. The findings indicate that the U.S. is attempting to balance China’s growing influence through the Indo-Pacific strategy, multilateral security frameworks, financial instruments, and technology-focused containment mechanisms. This approach points to a strategy that avoids direct conflict while integrating economic and diplomatic tools with security policies. In this context, it is argued that U.S.-China competition represents not merely a bilateral power struggle, but rather a structural transformation process in which the global balance of power and the international order are being reshaped.
