Abstract

Women’s labor constitutes one of the domains in which gender inequalities are most intensely observed in Türkiye, and therefore represents an important area of debate in both academic literature and policy documents. The relatively low labor force participation rates of women compared to many European countries, the widespread nature of informal employment among women, and the disproportionate burden of care responsibilities borne by women render female employment a structural social policy issue. Within this context, this study aims to examine the experiences of female employers and female employees regarding formal employment in Ankara within the framework of the Women-Up Project, which is supported by the European Union’s Instrument for Pre-Accession Assistance (IPA) and implemented by the Social Security Institution (SSI). The study adopts a qualitative research design. Semi-structured interviews were conducted with five female employers and five female employees who benefited from the Women-Up Project, and the data were analyzed using thematic content analysis. The findings indicate that the main factors hindering women’s entry into the labor market and their continuity in employment include motherhood and care responsibilities, gender roles, education level, spousal and family support, economic vulnerability, and gender-segregated labor structures at the sectoral level. At the same time, the Women-Up Project produces positive outcomes by providing financial support, facilitating the transition to formal employment, and contributing to psychosocial empowerment. However, the findings also reveal limitations in terms of the project’s duration, scope, and sustainability, particularly regarding the need to strengthen its education, networking, and structural support components. The study emphasizes that project-based interventions must be integrated into national employment policies in order to achieve a sustainable increase in women’s employment.

Araştırma kapsamında Women-Up Projesi’nden yararlanan beş kadın işveren ve beş kadın işgörenle yarı yapılandırılmış görüşmeler gerçekleştirilmiş; elde edilen veriler tematik içerik analiziyle değerlendirilmiştir. Bulgular, kadınların işgücü piyasasına girişini ve istihdamda kalıcılığını zorlaştıran başlıca faktörlerin annelik ve bakım sorumlulukları, toplumsal cinsiyet rolleri, eğitim düzeyi, eş ve aile desteği, ekonomik kırılganlık ve sektörel düzeyde cinsiyetçi işbölümü olduğunu göstermektedir. Öte yandan Women-Up Projesi, finansal destek sağlama, kayıtlı istihdama geçişi kolaylaştırma ve psikososyal güçlenmeye katkı sunma yönleriyle olumlu sonuçlar üretmektedir.
