Abstract

This study examines the impact of compulsory paper money policies on inflation during the Yuan Dynasty under Kublai Khan's leadership. After addressing the concept of inflation within an etymological and theoretical framework, the research analyses the relationship between the money supply, public expenditures, and price movements using a historical methodology based on official records, chronicles, and fiscal data from the period. The findings demonstrate that uncontrolled money issuance, war financing, and the lack of fiscal discipline intensified the inflationary process. At the same time, monetary reforms and regulatory measures failed to ensure long-term stability beyond short-term effects. In this context, the article seeks to show that inflation weakened commercial trust, led to the re-emergence of alternative means of exchange, such as barter, and exposed the limited effectiveness of central policies in regions like Yunnan, ultimately highlighting that the sustainability of early paper money practices depended on fiscal discipline.

Özet

Bu çalışma, Yuan Hanedanı döneminde Kubilay Han öncülüğünde yürütülen zorunlu kâğıt para politikalarının enflasyon üzerindeki etkilerini incelemeyi amaçlamaktadır. Araştırma, enflasyon kavramını etimolojik ve teorik çerçevede ele aldıktan sonra tarihsel yöntem doğrultusunda resmî kayıtlar, kronikler ve döneme ait mali veriler üzerinden para arzı, kamu harcamaları ve fiyat hareketleri arasındaki ilişkiyi analiz etmektedir. Bulguları ise kontrolsüz para basımı, savaş finansmanı ve mali disiplin eksikliğinin enflasyonist süreci derinleştirdiğini; uygulanan para reformları ve düzenleyici tedbirlerin ise kısa vadeli etkiler dışında kalıcı istikrar sağlayamadığını ortaya koyma üzerinedir. Bu bağlamda makale, enflasyonun ticari güveni zayıflatarak takas gibi alternatif ödeme araçlarının yeniden ortaya çıkışını, Yunnan gibi bölgelerde merkezî politikaların sınırlı ve yetersiz kalışını, erken dönem kâğıt para uygulamalarının sürdürülebilirliğinin mali disiplinle doğrudan ilişkili olduğunu ortaya koymayı hedeflemektedir.
