Abstract
The scope of post-disaster recovery processes is not limited to the construction of permanent housing units. Ensuring spatial justice is also recognized as a key component of this process. This study aims to critically analyze the urban reconstruction processes, housing policies, and planning practices implemented following the magnitude 8.8 earthquake and tsunami that struck Chile’s Maule region on February 27, 2010. The study proceeds from the assumption that the Chilean model demonstrated quantitative success in terms of rapid housing delivery and institutional flexibility. However, the assumption is that market-oriented reconstruction policies led to spatial inequalities. Based on this assumption, the study examines Chile’s reconstruction process within the framework of critiques of capitalist/neoliberal urbanization, using the concepts of "disaster capitalism" and "disaster gentrification." The study, which includes a comprehensive literature review of policy documents, academic studies, and reports on Chile’s reconstruction process, examines the cities of Constitución and Talca as specific case studies. The findings reveal that, despite the successes of the participatory planning model in the design phase in Constitución, it has transformed into an urban planning practice based on state-corporate collaboration. The study shows that the process in Talca exhibits a pattern of spatial exclusion resulting in the displacement of low-income residents being pushed to the city’s periphery. Arguing that post-disaster reconstruction processes should be truly participatory and centering on community needs, connections, and spatial justice, the study proposes a framework for Turkey and similar disaster-affected regions.
