Abstract
Under the influence of New Right ideology and neoliberal economic policies, a strong paradigm shift emerged in public administration from the 1980s onward, shaped by principles such as competition, marketization, fragmentation, performance management, and managerialism. This restructuring process, conceptualized as New Public Management (NPM), significantly affected the civil aviation sector, as it did many other fields. In this context, the study aims to examine the effects of the NPM approach on civil aviation governance in Türkiye during the sector’s restructuring process after the 1980s. These effects are analyzed through legislative regulations, institutional restructuring, market mechanisms, development plans and government programs, and infrastructure construction and operation models. The study particularly focuses on enabling private enterprises to enter the sector, strengthening the competitive market structure through subsequent regulations, and reshaping the role of the state within a regulatory and supervisory framework as the main effects of NPM. It also examines the dynamism brought to the sector by Public-Private Partnership (PPP), Build-Operate-Transfer (BOT), and Lease-Operate-Transfer (LOT) models in infrastructure investments and facility operations. According to the findings, Türkiye’s civil aviation sector has gradually become more competitive, efficient, and market-oriented. Additionally, significant developments have emerged in terms of passenger traffic, capacity, and economic size. The study concludes that NPM has largely guided the sector’s structural and functional transformation process. Document analysis was used within the framework of qualitative research.
