Abstract
The Tuna Province possessed quite extensive borders in the second half of the 19th century. Midhat Pasha, who was appointed as the governor of the Tuna Province, fought against the committees and committee members (komitadjis) operating in the region. Here, he strived to strengthen the administration of the Ottoman Empire. Thanks to Midhat Pasha's efforts, the committee members could not achieve their goals in the region for a long time. Starting in 1859, committees under Russian influence began to emerge in the Tuna Province due to Russia's Pan-Slavism policy. Russia provided all kinds of support to these newly formed committees. Bulgarian committee activities began to organize and demonstrate their influence after 1867. From this date onwards, Bulgarian committees intensified their activities. The First Tuna Incident in 1867, the Steamboat Incident in the same year, and the Second Tuna Incident in 1868 are among the significant events that occurred during this period. The committee activities carried out until 1868 were unsuccessful due to the presence of Midhat Pasha. The subversive activities in question took place in locations such as Niš, Wallachia, Galați, Bucharest, Danube (Tuna), Svishtov (Ziştovi), Ruse (Rusçuk), Vidin, Tarnovo (Tırnova), and Plovdiv (Filibe). Committee leaders such as Panayot Hitov, Filip Totyu, and Hadji Dimitar took the lead in these events. The committee members took up arms for their goals and engaged in activities against the Ottoman Empire. The subversive committees operating in the region did not hesitate to carry out all kinds of violent acts. One of the objectives of the committees was to portray the events that occurred as a Muslim-Christian conflict, thereby aiming for a potential European intervention. In this study, Midhat Pasha's struggle against the disruptive committee members in the Tuna Province has been examined. Furthermore, the Tuna incidents that took place during this period have also been researched in connection with the subject.
Özet
Tuna Vilayeti, XIX. yüzyılın ikinci yarısında oldukça geniş sınırları sahipti. Tuna Vilayetine vali olarak atanan Midhat Paşa, bölgede yer alan komitalar ve komitacılarla mücadele etmiştir. Burada Osmanlı Devleti’nin idaresini güçlendirmeye çalışmıştır. Midhat Paşa’nın çalışmaları sayesinde komitacılar bölgede uzun süre istediklerini elde edememişlerdir. 1859 yılından itibaren Rusların Panslavizm politikası ile Tuna Vilayetinde Rusya etkisinde bulunan komitalar ortaya çıkmaya başlamıştır. Oluşturulan komitalara Rusya, her türlü desteği sağlamıştır.
