Abstract

This article examines how the observations regarding the diplomatic mission of the Qajar Dynasty envoy, Mirza Riza Quli Khan Shirazi, to the Khanate of Khiva in 1851 are reflected in Mirza Alim Makhdum Haji's chronicle titled Tarikh-i Turkistan. Taking place in the shadow of imperial pressures exerted on Central Asian khanates in the mid-19th century, particularly the 'Great Game' between the Russian Empire and Great Britain, this diplomatic mission clearly reveals the political and demographic fragile ground in Iranian-Khivan relations during the reign of Muhammad Amin Khan. The embassy notes, detailed in the aforementioned chronicle and commencing in the harsh geography of the Karakum Desert, present the military crises of the period, the social reflections of deep Shiite-Sunnite sectarian conflicts legitimized by the influence of Naqshbandi and Yasawi orders, the ruthless slave trade along the borders of the Khorasan region, and the administrative organization of the khanate from the perspective of a hostile Persian aristocrat. The focal point of the study is the striking contradiction between the deep cultural hatred the envoy felt towards Khivan society, its jurisprudential belief practices, its understanding of baths (hammam) and hygiene, and its daily life, against the rational admiration he held for the khanate's market security, its strict yet stably functioning judicial mechanism preventing theft, and especially its military logistics based on the unique "Tanab" system linking agriculture and the military. Prepared using the text analysis method from qualitative research designs, this study not only provides a chronological outline of a dangerous desert journey and an unsuccessful diplomatic mission but also aims to present a highly comprehensive sociological panorama of the macro-economic structure, instruments of theological legitimacy, and complex state-society relations in the 19th-century Khwarezm region, reading between the lines of a prejudiced foreign observer's harsh critiques.

Özet

Bu makale, Kaçar Hanedanı elçisi Mirza Rıza Kulu Han Şirazî’nin 1851 yılında Hive Hanlığı’na gerçekleştirdiği diplomatik misyona dair gözlemlerinin, Mirza Âlim Mahdum Hacı’nın Tarih-i Türkistan adlı kroniğine nasıl yansıdığını incelemektedir. XIX. yüzyılın ortalarında Orta Asya hanlıklarının maruz kaldığı emperyal baskıların, özellikle Rus Çarlığı ve İngiltere arasındaki 'Büyük Oyun'un gölgesinde gerçekleşen bu elçilik görevi, Muhammed Emin Han dönemi İran-Hive ilişkilerindeki siyasi ve demografik kırılgan zemini açıkça gözler önüne sermektedir. Söz konusu kronikte detaylı bir şekilde yer verilen ve Karakum Çölü'nün zorlu coğrafyasında başlayan sefaretname notları; dönemin askeri krizlerini, Nakşibendi ve Yesevi tarikatlarının da etkisiyle meşrulaştırılan Şii-Sünni eksenli derin mezhepsel çatışmaların toplumsal yansımalarını, Horasan bölgesi sınır boylarındaki acımasız köle ticaretini ve hanlığın bürokratik teşkilatlanmasını husumetli bir Fars aristokratının perspektifinden sunmaktadır. Çalışmanın temel odak noktası, elçinin Hive toplumuna, fıkhi inanç pratiklerine, hamam ve temizlik anlayışına, ayrıca gündelik yaşamına dair hissettiği derin kültürel nefret ile; hanlığın pazar güvenliği, hırsızlığı önleyen katı ama istikrarlı bir şekilde işleyen adli mekanizması ve bilhassa tarım-asker bağına dayanan özgün "Tanab" sistemi çerçevesindeki askeri lojistiği karşısında duyduğu rasyonel hayranlık arasındaki çarpıcı çelişkidir. Nitel araştırma desenlerinden metin analizi yöntemiyle hazırlanan bu çalışma, yalnızca tehlikeli bir çöl yolculuğunu ve başarısız bir diplomatik misyonun kronolojik dökümünü yapmakla kalmayıp, önyargılı bir dış gözlemcinin sert eleştirilerinin satır aralarından yola çıkarak XIX. yüzyıl Harezm coğrafyasının makro-ekonomik yapısına, teolojik meşruiyet araçlarına ve karmaşık devlet-toplum ilişkilerine dair oldukça kapsamlı bir sosyolojik röntgen çekmeyi hedeflemektedir.
