Abstract

This critical review examines Turkey’s 2018 Draft Regulation on Teacher Performance Evaluation through Bacchi’s WPR framework, focusing on how teacher performance is constructed and problematized within policy discourse. Teacher performance is predominantly framed in terms of measurement, standardization, and comparability, operationalized through multi-source and quantified evaluation. While this aligns partly with strategic human capital management (SMHC), the policy omits key elements such as student learning outcomes and continuous, feedback-based development. This reflects a selective use of SMHC, where measurement is emphasized over professional learning and capacity building.
