Abstract
The proclamation of the Republic marked a critical period during which the Republic of Türkiye restructured its institutions and sought to strengthen its international standing. During this phase, espionage activities conducted by foreign states against Türkiye directly impacted the country's security and foreign policy agenda, and the search for policies and solutions accordingly dominated the agenda of ministers and top officials. The Soviet Union, Greece, and various European states attempted to collect information and carry out espionage activities in Türkiye through diplomatic missions, commercial businesses, media organs, and cultural relations. From this point of view, the purpose of this article is to analyse espionage activities carried out in Türkiye between 1923 and 1938 and the state policies developed to counter these activities. The scope of the research is limited to the Early Republican period and the espionage incidents that occurred during these years and the precautions performed to counter them. Among the precautions taken by state authorities against those involved in espionage, sanctions like execution, deportation, deprivation of citizenship, punishment, exile, and visa denial were prominent. This proves that the Republic's security policies were shaped by the combined use of legal, diplomatic, and administrative tools. Document analysis was exercised in the article, and different types of documents were comparatively utilized. The research was limited to the period between 1923 and 1938, and access to all classified documents was not available. Data used in the article were assembled and used in the study from the Turkish Diplomatic Archives of the Ministry of Foreign Affairs, the Republic Archives of the State Archives, the Military History Archives of the Ministry of National Defence, the Turkish Grand National Assembly Archives, national press outlets of the period, and copyrighted and research works.
