Abstract

As the impacts of climate change become increasingly evident, the frequency, intensity, and spatial extent of non-seismic natural disasters are rising. Hydrometeorological disasters, such as floods, flash floods, landslides, and forest fires, are generating new risk patterns at the watershed scale. These disasters exert considerable pressure not only on natural resources and rural infrastructure, but also on safe working conditions, rural production systems, and labour force continuity. This situation makes it necessary to reassess integrated watershed rehabilitation projects not only from the perspectives of natural resource management and environmental sustainability, but also within the framework of disaster risk reduction, occupational safety in rural areas, and business continuity. This study examines the impact of increasing non-seismic disaster risks in Türkiye on development policies and watershed management approaches, while also considering the dimensions of rural labour structures and production continuity. The research is based on an integrated design that combines document analysis, comparative policy assessment, trend analysis, and multi-criteria decision analysis. Within this scope, the Eleventh and Twelfth Development Plans were comparatively examined in terms of disaster management and resilience themes. In addition, data on non-seismic natural disasters compiled by AFAD were used to evaluate the number of events, disaster types, and fatalities during the 2020–2025 period. The findings indicate that non-seismic disasters have increased significantly and that meteorological disasters, in particular, have created persistent risk profiles at the watershed scale. The study also evaluates the disaster-oriented relative priorities of watershed rehabilitation investments using the AHP method. As a result, the study demonstrates that, in response to the increasing risks of non-seismic disasters in Türkiye, integrated watershed rehabilitation should be reframed not only in terms of environmental improvement and disaster resilience, but also in terms of protecting occupational safety in rural areas, production security, and labour force continuity.
