Abstract

With the influence of globalization, developments in technology and communication, and the increase in problems in the state and international arena, cyber and hybrid threats that know no boundaries and whose source and purpose take time to be determined will continue to come to the fore in the future, as they do today. The exploitable distinctions of all associations such as society, community, group, urban/rural, religious and ethnic structure are used against the unity and integrity by the hostile parties with many different methods, openly and covertly. In this context, cultural heritage, which is an important factor in creating unifying common feelings and mass awareness, is targeted in order to make unions insecure and unstable. Considering the developments shaping the security environment, it is seen that there is an increase in attacks against cultural heritage. There is a need to determine how cultural heritage, which has been protected against destruction and damage in times of war and conflict and against crime in times of peace, will be defended against hybrid threats that have become more apparent in recent times. In this study, which aims to determine the measures to be taken for the protection of cultural heritage against hybrid threats and its sustainability and in which the qualitative research method is used; the entities constituting cultural heritage and the reasons for targeting them are specified and hybrid threats to cultural heritage are revealed. As a result, methods are determined to develop preventive and interventional measures to protect cultural heritage.
