Abstract
The phenomenon of migration emerges in the contemporary world not only as a form of socio-political mobility but also as an important field of ethical inquiry that requires a reconsideration of the human relationship with the other. The order established by the modern nation-state system through borders, citizenship, and political belonging creates a clear tension—particularly in cases such as refugees and stateless persons—between the universality of human rights and the sovereignty claims of political communities. This study aims to examine the philosophical foundations of the phenomenon of migration by addressing the issue within the framework of the ethical and political approaches developed by contemporary thinkers. In this context, the debates between approaches that emphasize the common rights of humanity through the ideas of cosmopolitan law and hospitality, and those that defend the boundaries of political communities and the criteria of membership, are analyzed. In addition, the study discusses how concepts such as ethical responsibility, hospitality, justice, and human dignity—arising in the context of encountering the other—are related to the phenomenon of migration. The aim of this study is to evaluate the issue of migration in light of ethical approaches developed in contemporary philosophy and to reveal the relationship between the phenomenon of migration and the concepts of human rights, responsibility, and hospitality. Furthermore, by comparatively examining the approaches of different thinkers regarding migration, the study seeks to demonstrate that migration is not merely a political problem but also a philosophical issue concerning the ethical foundations of the relationship that human beings establish with the other. In this respect, migration is considered a fundamental phenomenon that enables a reconsideration of the idea of humanity, ethical responsibility, and the search for global justice in contemporary philosophy.
