Abstract

This article examines the processes of reconstruction, urban organization, and social change in Düzce a quarter of a century after the 17 August and 12 November 1999 earthquakes, from the perspective of different social actors. Based on the preliminary findings of a qualitative study conducted in the summers of 2023 and 2024, in-depth interviews were carried out with a total of 15 participants, including city residents from the Güzelbahçe and Demetevler neighborhoods of the Permanent Houses, city planners, employees of the Ministry of Family and Social Services and AFAD, and former members of the Earthquake Victims Association (Düzce Depremzedeler Derneği), using a semi-structured interview guide. In addition, notes prepared from informal conversations and observations conducted in the city centre and Kalıcı Konutlar (the Permanent Houses, currently known as Bahçeşehir) area were utilized. The thematic analysis of the findings revealed several key themes: the characteristics of Kalıcı Konutlar built after the earthquake; the spatial segregation of different social groups in the context of return-to-city and housing policies; access to shared consumption spaces; transportation and environmental problems; and earthquake preparedness. The findings point out that, a quarter of a century after the earthquake, urban recovery in Düzce has progressed very slowly and has neglected the interests of vulnerable social groups such as tenants, women, the elderly, and Romans. It is evident that spatial segregation among different social groups. has accelerated, and although the urban poor have become concentrated in the earthquake-safe Permanent Houses, their access to shared consumption spaces remains limited. As a result of economic incentives and misguided policies during the post-earthquake reconstruction process, over-industrialization, air pollution, and transportation issues have also emerged as other significant problems in the city. The findings further point to the limited existence and implementation of rights based policies aimed at earthquake preparedness, post-disaster protection, and empowerment of vulnerable social groups in the city. Local policies and the process of capital accumulation have played a decisive role in shaping the planning and reorganization of the city. Indeed, another important finding of the study is that local capital owners and political authorities were influential in the decision making processes during and after the earthquake, while the scope of intervention remained limited in line with earthquake preparedness plans. The existence of earthquake victims’ own resources and solidarity networks, the strengthening of civil society’s role, and the implementation of preparedness activities in areas such as psychological support and education, while considering intersecting social categories such as gender, class, ethnicity, disability, and age, can lead to more effective solutions to post-disaster problems.
