Abstract
The Medinan Period in Islamic history witnessed the formation process of the Islamic State under the ad-ministration of the Prophet (pbuh). In this new structure, agents (ummāl) and governors were appointed to regions outside Medina and were provided with appointment documents containing written instructi-ons. These documents, referred to as covenants (ʿuhūd), initiated a significant aspect of institutionaliza-tion and served as a guide for administrators regarding governance. This article analyzes the covenants given by the Prophet to Muʿādh b. Jabal, ʿAmr b. Ḥazm, and other officials sent to Yemen as the primary sources of Islamic political thought. The covenants informed the appointed administrators of their duties, powers, and the ethical and legal framework they were required to follow. Rather than being simple appo-intment letters, these texts contained commands, recommendations, and advice regarding the manage-ment and governance of society. They include fundamental principles such as the establishment of justice, fiscal discipline, the protected status (dhimma) granted to non-Muslims, administrative transparency, social order, the rejection of tribalism and ʿaṣabiyya, and adherence to the Qurʾān and Sunna. These texts demonstrate that Islamic society was built upon a tradition of written law and administration, rather than a purely oral one.
Özet
İslâm tarihinde Medine Dönemi Hz. Peygamber’in (sav) idaresinde İslâm Devleti’nin teşekkül sürecine sahne olmuştur.
