Abstract
In this study, transparency levels of 30 metropolitan municipalities in context of their strategic plans are examined within the framework of areas in the “Strategic Planning Guide for Municipalities” ar-ranged by Presidency of Strategy and Budget in 2019. The aim of study is to reveal transparency level, which is the requirement of changing administration approach in the metropolitan municipalities, the need of the age and the demand of society, in line with strategic plans. In this direction, strategic plans of metropolitan municipalities are examined one by one with content analysis in the scope of 26 areas which are included in the guide and put forth transparency levels. The points such as “0”, “0.5” and “1” are used in investigated areas. As result of study, two important findings are achieved. First of these findings is transparency levels of strategic plans are close to maximum level. Other finding is monitor-ing and evaluation parts which are important areas of strategic plans and matter seriously in terms of transparency are missing almost in all municipalities.

Bu çalışmada otuz büyükşehir belediyesinin stratejik planları bağlamında şeffaflık düzeyleri, 2019 yılında Cumhurbaşkanlığı Strateji ve Bütçe Başkanlığı bünyesinde “Belediyeler İçin Stratejik Planlama Rehberi” nde bulunan alanlar çerçevesinde ele alınmıştır. Çalışmanın amacı, büyükşehir belediyelerinde değişen yönetim anlayışı ve çağın gereği ile toplumun talebi olan şeffaflığın düzeyini stratejik planlar doğrultusunda ortaya koymaya çalışmaktır. Bu doğrultuda büyükşehir belediyelerinin stratejik planları rehberde yer alan ve şeffaflık düzeylerini ortaya koyan 26 alan kapsamında içerik analizi yöntemi ile tek tek incelenmiştir. İncelenen alanlarda “0”, “0.5” ve “1” şeklinde puanlamaya gidilmiştir. Çalışma sonucunda iki önemli bulguya ulaşılmıştır. Bunlardan ilki incelenen stratejik planların şeffaflık düzeylerinin maksimum puana yakın olduğudur. Diğer bulgu ise, stratejik planların önemli bir alanı olan ve şeffaflık açısından ciddi önem arz eden izleme ve değerlendirme kısmının hemen hemen tüm belediyelerde eksik olduğudur.
