Abstract
The Global Gender Gap Index (GGGI), regularly calculated by the World Economic Forum (WEF) since 2006, measures the gender gap across four core dimensions: economic participation and opportunity, educational attainment, health and survival, and political empowerment and 14 sub-indicators. In this study, using the WEF’s 2025 report data, clustering analysis was conducted for 148 countries using various algorithms. In this study, Türkiye is compared with its data-driven, naturally determined peers rather than traditional economic blocs such as the G20 and OECD. Four different methods were used; among them, the KNN (K-Nearest Neighborhood) algorithm yielded the best result. Applications for the clustering analysis were carried out using JASP 0.95.0.0. Within the scope of the analysis, in the first stage, a performance analysis was conducted using the integrated CRITIC-MOORA method for a group of 20 countries, including Türkiye. In the second stage, the CRITIC-WASPAS method was applied for the sensitivity analysis. The analysis reveals that economic development alone is not a sufficient indicator for reducing the gender gap. It is noteworthy that Türkiye, an upper-middle-income G20 country, ranks 15th among lower-middle-income countries where fundamental rights such as property acquisition, access to justice, freedom of travel, and reproductive autonomy are restricted, despite having a historical priority regarding women’s rights. This situation demonstrates that gender equality in Türkiye falls well short of the expected and targeted levels.
