\r\n The goal of this study is to explore Federal Bureau of Investigation's (FBI) organizational structure, management system, special agent recruitment, training, appointments, promotion system, personnel performance evaluation, payment, working conditions, off times and overtime and to compare these aspects with the Turkish National Police Organization. Public organizations compare themselves with other countries' public organizations in conducting their work efficiently and effectively. Initially, a comprehensive literature review on the topic will be presented. Field research technique is used to gather data at the FBI Dallas Field Office. Finally, based on this research, some recommendations are also made to improve Turkish National Police's current personnel policies.\r\n

\r\n Kamu örgütleri kendilerine verilen görevleri daha etkili ve verimli yapabilme çerçevesinde, kendilerini aynı isi yapan diger ülkelerin kamu örgütleri ile karsılastırmaktadırlar. Bu arastırmada, Amerika Birlesik Devletlerinin birincil sorusturma birimi olan Federal Sorusturma Bürosunun (FBI) örgüt yapısı, yönetim sistemi, özel ajan alımı, egitimi, atamaları, terfileri, personel performans degerlendirmeleri, ödemeleri, çalısma sartları, izinleri ve fazla mesaileri kesfedilmekte ve Türk Polis Teskilatının personel politikaları ile karsılastırılmaktadır. Arastırma metodu olarak kapsamlı literatür taramasının yanında Dallas FBI l Müdürlügünde alan arastırması uygulanmıstır. Türk Polis Teskilatında personel politikaları açısından, var olan sorunları gidererek etkililik ve verimliligi arttıracagı düsünülen bulgular gerekçelendirilerek tavsiye edilmistir.\r\n
