Abstract

Environmental problems arise when environmental values are damaged as a result of human activities. These problems manifest themselves in the form of the deterioration of the characteristics of environmental resources such as air, water and soil over time and the decrease or disappearance of their habitability. Today, environmental problems are increasing due to factors such as increasing population, industrialisation and unplanned urbanisation. As a result, the emergence of environmental problems has become a prominent concern. Numerous national and international initiatives have been taken to address these environmental issues. Environmental issues were first globally recognized as a problem in 1972 with the "Stockholm Conference on the Human and Environment," where concepts of environmental protection, development and progress were discussed. In Turkey, environmental problems became more visible and widely known with the Environmental Law of 1983.Municipalities are required to engage in activities related to the preservation and management of the environment, providing all environmental services within the framework of the legal system. This article analyses the critical periods in Turkey's municipal history and the evolution of local governments, and examines how the understanding of municipalism was shaped and how the current metropolitan municipality models were formed. The aim of this study is to examine the environmental services and environmental problems provided by the municipalities in Turkey from Tanzimat era to the Republican period in detail. In the study, a literature review was made and the subject was handled by document analysis method with the dimension of legislation. In the study conceptual background, development of environmental policies in Turkey, legal dimension of environmental policies, environmental services in municipal laws are analysed. It is seen that municipalities have adapted to the changing conditions in environmental services from Tanzimat to the Republican period.
