EVALUATION OF EDUCATIONAL PROBLEMS REGARDING THE END OF TERM INSPECTION REPORTS OF THE INSPECTORS OF EDUCATION (ORDU PROVINCE SAMPLE)

MAARİF MÜFETTİŞLERİNİN ÖĞRETİM YILI SONU DENETİM RAPORLARINA GÖRE EĞİTİM SORUNLARININ DEĞERLENDİRİLMESİ (ORDU İLİ ÖRNEĞİ)

Abstract

The aim of this research is to evaluate the educational problems in the city of Ordu regarding thereports of the inspectors of education that were done based on their findings of the work theyhave done during the academic year. In this research, which was designed according to thequalitative research techniques, document inspection and dialoguing techniques were used. Thedocuments are made up of the end of term reports by the city of Ordu inspectors of education.The data that was acquired via document inspection were subjected to content analysis, and theinterviews were subjected to descriptive analysis. In these analyses, educational problems of thecity of Ordu were divided into three themes as educational activities, administration activitiesand financial processes; and into twelve subthemes as, physical conditions and equipment,health and security, testing and assessment, counselling, social activities, school-region relations,student affairs, human resources, regulations, cost and salary transactions, purchase of goodsand service, maintenance and repair services and parent teacher association. In the research, itwas precipitated that the educational problems in the city of Ordu were similar to the generaleducational problems of Turkey; these detected problems were recurring problems; the offices incharge were not doing anything regarding the solution of these problems; it is necessary toprovide better working environments and equipment support, strengthen economically,ameliorate the employee personal rights, provide professional independence, and free frombureaucratic and political constraints, in order for the inspectors of education to do moredetailed researches, inspections and evaluations and prepare more effective inspection reports.

Özet

Araştırmanın amacı, maarif müfettişlerinin öğretim yılı içindeki çalışmalarında yaptıkları tespitlere dayalı olarak hazırladıkları öğretim yılı sonu denetim raporlarına göre Ordu ilindeki eğitim sorunlarının değerlendirilmesidir. N itel araştırma teknikleri ne uygun olarak tasarlanmış olan bu araştırmada, doküman incelemesi ve görüşme teknikleri kullanılmıştır. Dokümanları, Ordu ili maarif müfettişleri tarafından hazırlanan öğre tim yılı sonu denetim raporları oluşturmaktadır. Doküman incelemesi tekniğiyle eld eedilenve riler içerik analizine, ya pılan görüşmeler ise betimsel analize tabi tutulmuştur. Yapılan analizlerde , Ordu ilinin eğitim sorunları; e ğitim - öğretim faaliyetleri, yönetim faaliyetleri ve mali süreçler olmak üzere üç temaya ve fiziksel koşullar ve donatım, sağlık ve güvenlik, ölçme ve değerlendirme, rehberlik, sosyal etkinlikler, okul - çevre ilişkileri, öğrenci işleri, insan kaynakları, mevzuat, ücret ve maaş işlemleri, mal ve hizmet alımı ile bakım ve onarım işleri ve okul - aile birliği olmak 12 alt temaya ayrılmıştır. Araştırmada, Ordu ilinin eğitim sorunlarının Türkiye’nin genel eğitim sorunları ile benzerlik gösterdiği; t espit edilen eğitim sorunlarının tekrarlanan sorunlar olduğu; çözüm makamlarının sorunların çözümüne yönelik bir çaba göstermedi kleri; d aha detaylı inceleme, araştırma ve değerlendirme yapabilmeleri ve daha etkili denetim raporları hazırlayabilmeleri için maarif müfettişlerine daha uygun çalışma ortamları ve araç - gereç desteği sağlanması, ekonomik olarak güçlendirilmeleri, özlük haklarının iyileştirilmesi, mesleki bağımsızlıklarının sağlanması, bürokratik ve siyasal baskılardan kurtarılmaları gerektiği sonucuna ulaşılmıştır.
