EXAMINATION OF THE OPINIONS OF THE TRAINING UNIONS ON THE FUNCTION OF EDUCATIONAL UNIONS IN THE PREPARATION OF EDUCATIONAL PROGRAMS

EĞİTİM PROGRAMLARININ HAZIRLANMASINDA EĞİTİM SENDİKALARININ İŞLEVİNE İLİŞKİN SENDİKALARIN GÖRÜŞLERİNİN İNCELENMESİ

Abstract

The overall purpose of this study is to reveal the education unions’ current role in the preparation of the educational programs and other unions’ perspective on current educational programs. It is a qualitative study based on the phenomenology pattern and the data are collected through interviews and document analysis. The working group consists of 7 vice chairpersons responsible for educational programs of four educational unions with the highest number of members, -and the documents containing their opinions, suggestions and expectations. In the light of the data obtained; it is concluded that none of the interviewed educational unions were invited to take part in the process of preparing educational programs, -they were just formally invited to the national educational councils- and their opinions on the target subjects were mostly ignored. It was concluded that unions want to take part in the preparation processes of educational programs. The unions that have positive views on the current education programs attributed their views to the idea that educational programs are scientific, student-centered, positivist and progressive. The unions that have negative views on the current education programs attributed their views to the idea that the education programs are prepared in line with political objectives, that they lack local and national characteristics, that they have reflexes to protect the status quo, that they have a ‘western wannabe’ structure, that they aim to create a human prototype in a uniformist way, that they are behind the times, that they tire students with unnecessary and intense information, that they distance students from the main goals of national education, that they have political content and that they are above students’ level.

Özet

Bu araştırmanın genel amacı; eğitim sendikalarının eğitim programlarının hazırlanma sürecindeki mevcut işlevini, sendikaların mevcut eğitim programlarına bakışlarını ortaya çıkarmaktır. Çalışma fenomonoloji (olgu bilim) desenine dayalı nitel bir çalışma olup veriler görüşme ve doküman analizi yoluyla toplanmıştır. Araştırmanın çalışma grubunu, en çok üyeye sahip 4 sendikanın eğitim programlarından sorumlu 7 Genel Başkan Yardımcıları ve bu 4 sendikanın eğitim programlarına yönelik görüş, öneri ve beklentilerini içeren dokümanları oluşturur. Elde edilen veriler ışığında; görüşülen sendikaların tamamının eğitim programları hazırlık süreçlerine davet edilmedikleri, sadece milli eğitim şuralarına usulen çağrıldıkları ve görüşlerinin çoğunlukla dikkate alınmadığı sonucuna ulaşılmıştır. Sendikaların eğitim programları hazırlık süreçlerine katılmak istedikleri sonucuna ulaşılmıştır. Mevcut eğitim programlarına yönelik olumlu görüşlere sahip sendikalar bu görüşlerini eğitim programlarının bilimsel, öğrenci merkezli, pozitivist, ilerlemeci olmasına bağlamışlardır. Mevcut eğitim programlarına yönelik olumsuz görüşlere sahip sendikalar ise bu görüşlerini; eğitim programlarının siyasi hedefler doğrultusunda hazırlanmış olması, yerli ve milli özellikleri yeterince taşımaması, statükoyu koruma reflekslerini taşıması, batı taklitçisi bir yapısının olması, tek tipçi insan prototipi oluşturuyor olması, çağın gerisinde kalması, gereksiz ve yoğun bilgilerle öğrenciyi yorması, milli eğitimin temel amaçlarından uzaklaştırması, siyasi içerikler taşıması, öğrenci seviyelerinin üzerinde olmasına bağlamışlardır.
