Abstract

ABSTRACT Although the tax burden in Turkey is lower than OECD countries’ average, the fact that it is perceived as high by taxpayers may cause them to be non-compliance. The starting point of the study is to identify the factors that affect the subjective tax burden in Turkey by revealing the underlying reasons why the tax burden is perceived as heavier in Turkey. The study explores the factors underlying the fact that although the objective tax burden is lower than the OECD average in Turkey, it is perceived high. The main purpose of the study is to discover the underlying elements focused on taxpayers’ inner world, as well as the elements in the literature that cause them to feel a significant difference between the objective and subjective tax burden in Turkey. The importance of the study is that the factors that affect the subjective tax burden will be added to the literature for the first time with an exploratory qualitative analysis that takes into account the insights of taxpayers. The paper stands out as to be the first study to investigate the underlying factors of the heavy tax burden in Turkey with an exploratory qualitative analysis focused on taxpayer insights. As a result of the analysis, perceptive tax justice, trust in the government, risk perception, and inflation stand out as the reasons why the perceived tax burden than it is. Arguments obtained from qualitative analysis; The fact that those in the same situation are not treated the same and that those with higher incomes are given more privileges than those with low incomes are among the reasons why taxes are perceived as unfair. In addition, the fact that public expenditures are evaluated as the equivalent of the taxes paid and the inability to receive the equivalent of the taxes paid shows that there is a negative financial link between taxes and public expenditures by the taxpayers.
