Abstract
Turkish - Greek Population Exchange, which is the first social, political and economic test of the Republic of Turkey, was took place in a period when State of Turkish Republic was just established and aslo had to deal with many problems. The difficulty of the populatin exchange was foreseen even before the start of the exchange and a new ministry was established to carry out this work. In order to minimize the problems that the immigrans would encounter, they applied the help of the Red Crescent which had been appreciated for its usefulness in wars and migrations in the past years. As a result of the negatiations between Goverment and Red Crescent, having prepared a cooperaiton program, the limits of the services that the society would undertake during the exchange were determined. According to the cooperation program, it is decided that the Red Crescent would assign health delegations at loading and landing docks, keep delegates on the ferries during the journey, set up tents and barracks for temporary shelter, and provide goods and supplies for refugees. The Red Crescent Society, adhering to its work program with the government, sent help committees to various regions of Greece. Two of these delegations sent to Greece were Ptolemais and Kojani help committees. The help committees, which left Istanbul in mid-February and went to their duty regions via Thessaloniki, started their duties towards the end of February. Türkiye Cumhuriyeti Devleti’nin sosyal, siyasal ve ekonomik anlamda ilk sınavı olan mübadele, devletin henüz yeni kurulduğu ve birçok sorunla ilgilenmek zorunda olduğu bir dönemde gerçekleşmiştir. Mübadele işinin zorluğu daha mübadelenin başlamasından önce öngörülmüş ve bu işi yürütecek bir bakanlık kurulmuştur. Mübadillerin karşılaşacağı sorunları asgariye indirmek için geçmiş yıllarda yaşanan savaşlarda ve göçlerde gösterdiği yararlılıklarla takdir kazanan Hilal-i Ahmer (Kızılay) Cemiyeti’nin de yardımına başvurulmuştur. Hükümet ile Hilal-i Ahmer Cemiyeti arasında yapılan görüşmeler sonucunda bir çalışma programı hazırlanarak cemiyetin mübadelede üstleneceği görevler belirlenmiştir. Belirlenen çalışma programına göre, Hilal-i Ahmer Cemiyeti’nin bindirme ve indirme iskelelerinde sağlık heyetleri görevlendirmesine, yolculuk sırasında vapurlarda sağlık heyetleri bulundurmasına, mübadillerin geçici barınmaları için çadır ve barakalar kurmasına, mübadillere eşya ve erzak yardımları yapmasına karar verilmiştir. Hilal-i Ahmer Cemiyeti, hükümet ile yaptığı çalışma programına bağlı kalarak Yunanistan’ın çeşitli bölgelerine sağlık heyetleri göndermiştir. Yunanistan’a gönderilen bu heyetlerden ikisi 41. Kayalar İmdad-ı Sıhhi Heyeti ve 42. Kozana İmdad-ı Sıhhi Heyeti olmuştur. Şubat ayı ortalarında İstanbul’dan ayrılarak Selanik üzerinden görev bölgelerine giden heyetler Şubat ayı sonlarında görevlerine başlamışlardır. Bu çalışmada Türkiye Kızılay Derneği Arşivi’nde yer alan belgeler çerçevesinde Hilal-i Ahmer Cemiyeti’nin Kayalar ve Kozana şehirlerinde görevlendirdiği imdad-ı sıhhi heyetlerinin faaliyetleri incelenmiş, heyetlerin kimlerden oluştukları, görev süreleri boyunca üstlendikleri sağlık hizmetleri, mübadillerin Türkiye’ye sevkleri sırasında üstlendikleri görevler, muhtaç durumda olan mübadiller için yaptıkları yardımlar tespit edilerek değerlendirilmiştir.
