Abstract

In the modern sense of the term, planning started with the experience of the Soviet Union in 1917 and became an administrative tool applied in Western countries after 1945. As for Turkey, planning activities have existed since the early years of the Republic and unlike the practice in the West, have been approached not only from an economic perspective but also from a social perspective. With the State Planning Organization established in 1960, planning, institutional planned development, and five-year development plans made in this context were prepared at the central level and became binding for public institutions and a guideline for the private sector. The changing structure of the state after 1980 caused also a change in the way planning was approached and plans were started to be handled at an institutional level. Moreover, while the five-year plans were continued, sub-scale plans were also prepared in parallel with this. The most important feature of the plans that descended to the institutional level within the planning hierarchy has been their relationship with the budget. As a requirement of the new liberal state, it was envisaged that public institutions should consider their plans together with the budget and create expenditures accordingly. he strategic plan prepared at the institutional level has been handled together with the institutional performance, and in this respect, it has become necessary that both the strategic plan, performance program, and all the related activities should be associated with the budget.
