Avrupa Birliği’nin Avrupa içinde ekonomik ve sosyal uyumu sağlamada ve yakın çevresi başta olmak üzere dünyanın geri kalanıyla ilişki yürütmede kullandığı en önemli araçlardan biri mali yardımlardır. Bu çalışma, AB içine yönelik yapısal fonlar ile AB dışına yönelik mali yardımların genel bir değerlendirmesini sunmaktadır. Çalışma, AB’nin katılım öncesi ve sonrasında mali desteğe yönelik yaklaşımını en çok etkileyen konu olarak Doğu genişlemesinin en büyük aşaması olan 2004 genişlemesine ve katılım dönemini kapsayan 2000-2006 bütçe dönemine ağırlık vermektedir
