Abstract

The implementation of health policy and provision of health services are officially regulated in Azerbaijan by the Ministry of Health. A well-balanced distribution of health care resources and their effective and efficient use across the country are under the responsibility of the Ministry of Health. In this study, Data envelopment analysis (DEA), a CCR model with fixed input weights and the variable income BCC model were used to measure the effectiveness of 36 provincial hospitals in 2013. These hospitals with more than 100 specialists are operated under the supervision of the Ministry of Healthcare of Azerbaijan Republic. After the analysis, effective and non-effective hospitals were identified and some of them were compared and some proposals of potential improvements were made for the effectiveness of the inactive ones. And this led to the conclusion that health services has been distributed almost the same to all regions. Implementation of a new policy has been proposed as an alternative solution to the inefficient ones encountered by taking the effective hospitals as a reference. Thus it is aimed that resources for health can be used more effectively.
