Today security is one of the most important elements which determine international relations. Providing security on a permanent basis has been the main aim among countries at this level. The crucial point in new explanations for the concept of security or downloads towards the concept is the systematic confusion with in international system especially after the Cold War Era and inescapability that it brought for providing new statements. This means that security in addition to the traditional security concern about external military threats is dealt with in different dimensions including economy within the context of human rights and share of scarce resources, environment, protecting values, global and social unjust applications. Güvenlik günümüzde uluslararasý düzeydeki iliþkileri belirleyen temel unsurlarýn baþýnda gelmektedir. Bu düzeyde ülkeler açýsýndan sürekli bir güvenliðin saðlanmasý temel amaçtýr. Güvenlik kavramý ile ilgili yeni açýklamalar veya kavrama yönelik yeni yüklemelerin temel amacý, özellikle Soðuk Savaþ sonrasý uluslararasý sistemde meydana gelen sistematik kargaþa ve bunun doðurduðu yeni açýklamalarýn yapýlmasýnýn kaçýnýlmazlýðýdýr. Bunun anlamý güvenliðin, dýþ askeri tehditlere karþý geleneksel güvenlik kaygýsýna ek olarak, insan haklarý ve kýt kaynaklarýn paylaþýmý baðlamýnda ekonomi, çevre, deðerlerin korunmasý, global ve sosyal adaletsizlikler gibi konularý da içeren farklý boyutlarda ele alýnmakta olmasýdýr.
