Abstract

In order to adapt to the industrial transformation that Turkey faces, the government and industrial organizations should work collaboratively to increase the awareness and establish a strategic road map. This necessity became the focus of social policy, remaining on the agenda of the private sector, the state and as well as the scientific studies. Thus, identifying the target sectors that can offer products to the global market which are appropriate to Turkey's economic infrastructure and implementing the related support and incentive programs to these sectors is a must. In this context, it is crucial that multinational companies, which are part of the global economic system, should share their experiences and increase their activities in Turkey. In addition, organizing trainings, courses and seminars as well as concentrating on research and development (R&D) activities have received much recent attention in the policy debate in order to reveal the qualified labour market and to follow technological innovations. In this framework, the general aim of this study is to specify the importance of university-industry cooperation and its relation with technology; to reveal the effects of Industry 4.0 on R&D policies as well as the resources allocated to R&D activities on country basis with the charts. Industry 4.0 aims to equip the existing industrial infrastructure with the artificial intelligence and communication technologies between machineries. Thus, the second aim of this study is to identify a strategic road map for Turkey in order to adapt to this process. In this context, literature review technique was used.
