Abstract

The empowerment of women, discussed within the framework of gender and development approaches, constitutes an area that requires individual and collective struggle. However, the policies to be implemented by national governments form the basis of the empowerment process. This study, it is aimed to provide suggestions by determining the priority in policies that will ensure women's empowerment. After discussing women's empowerment with its conceptual dimension in the study, the policy axis for women's empowerment in Turkey is given. In the application part, SWARA, one of the multi-criteria decision-making methods, is used, and quantitative research is carried out.

Özet

Toplumsal cinsiyet ve kalkınma yaklaşımları çerçevesinde tartışılan kadının güçlenmesi, bireysel ve kolektif mücadeleyi gerekli kılan bir alanı oluşturmaktadır. Ancak ulusal hükümetlerce uygulanacak politikalar güçlenme sürecinin temelini oluşturmaktadır. Bu çalışmada, kadın güçlenmesini sağlayacak politikalarda öncelik belirlenerek, öneri sunmak amaçlanmaktadır. Çalışmada, kavramsal boyutuyla kadın güçlenmesi tartışıldıktan sonra Türkiye’de kadın güçlenmesine yönelik politika ekseni verilmektedir. Uygulama kısmında çok kriterli karar verme yöntemlerinden biri olan SWARA kullanılmakta ve nicel bir araştırma gerçekleştirilmektedir
