Abstract
Today, the world faces with many environmental problems that have occurred as social phenomena after industrialisation. Changes in the world climate that occur as the result of the first are the most important environmental issues among others. Although scientists do not agree on the issues of global warming and global cooling, most considers these as important problems. Thus, the peoples of the whole world have to cooperate to have a global climate which existed in the nature until recently. In this manner, all states/peoples have to develop climate policies both on national and international levels and have to implement these policies. This paper analyses the phenomenon of global warming and the climate policies which will reduce this phenomenon.

Bugün dünyamız sanayileşme sonrası bir toplumsal gerçeklik olarak ortaya çıkan bir çok çevre sorunuyla karşı karşıyadır. Şüphesiz küresel ısınma ve buna bağlı olarak ortaya çıkan iklim değişiklikleri bu sorunların en önemlilerinden birini oluşturmaktadır. Küresel ısınma ve iklim değişikliği konusunda bütün bilim çevreleri hem fikir olmamakla beraber, çoğunluk böyle bir gerçeklikten söz etmektedir. Dolayısıyla küresel ısınmanın artışını durduracak veya yavaşlatacak önlemler alarak, mevsimsel ve normal/düzenli/periyodik bir iklim hareketlerinin egemen olduğu küresel iklim işleyişini yeniden sağlayabilmek üzere bütün bir dünya toplumunun işbirliğine gereksinim vardır. Bu çerçevede her devletin/toplumun ulusal ve uluslararası düzeyde iklim politikaları oluşturma ve uygulama gereği ortaya çıkmıştır. Bu çalışmada küresel ısınma gerçekliği yanında bu yöndeki iklim politikaları ele alınmaktadır.
