Abstract

Recently, social assistance policies of countries addressing the poor and needy are significantly emphasized by political and economic authorities. Investigating the state policies in Turkey for the last fifteen years, it is observed that social assistance is a crucial subject in social policies. As a policy of combating with poverty and socioeconomic injustice, income in-kind and financial benefits to needy individuals are used as policy instruments increasingly. The cash and income in-kind benefits provided by the state include aid for education, health, housing, fuel, unemployed, old and disabled, as well as clothing and household goods aids. Thus, there is a solution to socioeconomic injustice. The purpose of this study is to find the variables through the tobit model that are determinative in obtaining the cash and income in-kind public social benefits from the public sector by using the raw data of the “Household Budget Survey” of Turkish Statistical Institute, which was done between 2003 and 2013, and make the necessary political suggestions
