Abstract

In addition to its unproductiveness, and ineffectiveness, Turkey's current cadastral system is far to meet new expectations and increasing demands. So, some new approaches that guarantee the boundary limits and rights of a real property are to be needed in Turkish Cadastre. This new approach can be described as establishing the Cadastral Information System (CIS) by renewing the current graphical cadastral maps using digitizing technology and updating the registered records. Cadastral applications have been started after establishment of Turkish Republic (1923) and should be aimed to maintain and complete the registration until the 100th anniversary of the establishment of Turkish Republic (2023). So, Turkey needs a reform named "Cadastre 2023". Cadastral sitution after 78 years (1925-2003), cadastre and ownership in Turkish Law, second cadastre, and cadastral information system were investigated in this article. Finally, some recommendations and proposals were made according to results of this investigation.
