Abstract
Despite the ban of discrimination by law and ethical principles of Turkish bureaucracy, we witness still cases of discrimination in the delivery of public services. This paper attempts to explain the reason of this problem by borrowing the concept of referential from the public policy literature and to develop a policy proposal in the same perspective. I will argue that Turkish bureaucracy is still vested with values, norms, algorithms and images that paves the way to discrimination. The other argument of the paper is that the same perspective can be adopted on behalf of politics of commons to develop a sense of fellow-townsmenship.
Özet
Türkiye’de ayrımcılık yasa hatta anayasa düzeyinde ve kamu personelinin riayet etmesi beklenen etik ilkeler çerçevesinde yasaklanmış olsada kamu hizmetlerinin sunumunda sık sık ayrımcılık vakalarına tanık oluyoruz. Bu yazı sorunun devamını kamu politikaları yazınındanödünç alınan referansiyel kavramı ile açıklamayı ve aynı perspektiften bir politika önerisi geliştirmeyi deniyor. Ayrımcılığın kökeninde Türkbürokrasisi içinde buna imkan tanıyan değerlerin, normların, algoritmaların ve imgelerin var olduğunu savunacağım. Bunu değiştirmeninyolunun da hemşehrilik hukukunu tesis edecek müşterekler siyaseti perspektifi olabileceği yazının bir diğer tezi olacak.
