Betimsel nitelik taşıyan araştırmanın evrenini, Erzincan ili merkez ilköğretim okullarında görevli yönetici ve öğretmenler oluşturmuştur. 2002-2003 eğitim-öğretim yılında Erzincan merkez ilköğretim okullarında 66 müdür ve müdür yardımcısı ile 541 öğretmen görev yapmıştır. Araştırma, çalışma evreni üzerinde yapıldığından örneklem alma yoluna gidilmemiştir. McDonald ve Gandz'ın geliştirmiş oldukları 24 değer boyutunun kullanıldığı araştırmada, öncelik sırasına koyma yöntemi sonucu elde edilen veriler, Spearman sıra farkları korelasyon yöntemi kullanılarak analiz edilmiştir. Yönetici ye öğretmenlerin örgütsel değerlere ilişkin algıları ile kişisel değerleri arasında; açık görüşlülük, açıklık, adil olmak, ahlakî tutarlılık, bağışlayıcı olmak, denemeye açıklık, düşüncelilik, düzenlilik, gayret, gelişme, girişim, hırslılık, mantık, neşe, nezaket, otonomi, sosyal eşitlik, tedbirlilik, uyum sağlamak ve yaratıcılık değer boyutlarına ilişkin uyum bulunmuştur.
