Abstract

In this study, the relationship between public expenditure categories and economic growth, upon developed, developing and least developed countries was investigated within the context of panel data analysis using cointegration and causality tests for the period 1994-2012. Pedroni and Kao cointegration test results revealed the existence of cointegrated relationship and presence of a long-term relationship between variables. According to the Granger causality test results; in developed countries, from the expenditure on education and health to economic growth a unidirectional, in developing countries from economic growth to education and health expenditure a unidirectional, in less developed countries from health expenditure towards economic growth causal relationship were determined. No causality was detected in any country groups between economic growth and defense expenditure. The results of the developed countries conform the Keynesian hypothesis which assert public expenditure causes economic growth and the results of the developing and less developed countries are in accordance with Wagner’s “economic growth increases the demand for services such education and health which raise social welfare level of individuals” hypothesis.
