Abstract

Abstract This study reviews the American Law Enforcement Units from past to present. In its review, it focuses on the historical developments in the country as it realizes the logic behind the changes in relation to Public administration and the Police Administration. Then, it retraces the current structure and role of law enforcement units. In addition to comprehensive literature review as a research methodology, field studies and interviews within various local police departments let this study be unique. In fact, the current study aims to picture American government structure, to realize how American Law Enforcement is placed within Criminal Justice System, and to understand the various functions of law enforcement units from local to federal levels. Accordingly, it recommends some policy considerations and actions for the Turkish Law Enforcement System as

Özet

Bu çalışma Amerikan polis birimlerini geçmişden günümüze kadar 'incelemektedir. Çalışma boyunca, kamu ve polis yönetiminde yaşanan değişimlerin ardındaki mantıki yaklaşım farklılıkları ortaya koyulurken, ülkede yaşanan tarihsel gelişmelere odaklanılmaktadır. Sonrasında, günümüz kolluk birimlerinin değişken rolleri ve yapıları gözden geçirilmektedir. Mevcut çalışmada, araştırma metodu olarak kapsamlı literatür taraması tercih edilmesinin yanısıra, bazı yerel polis birimlerinde yapılan alan çalışmaları ve mülakatlar araştırmayı özgün hale getirmiştir. Amerikan devlet sistemindeki işleyişe ait büyük resmi görmek, Ceza Adalet Sisteminde kolluk birimlerinin nasıl yer aldığını incelemek ve yerel düzeyden federal düzeye kadar olan kolluk birimlerinin birbirinden farklı fonksiyonlarını kavramak bu çalışmanın amaçlarını belirlemektedir. Bütün bu gelişmeler ve değişimler dikkate alınarak, Emniyet Genel Müdürlüğü hizmetlerine olumlu katkı sağlayacağı düşünülen bazı uygulamaların ülkemizde de hayata geçirilmesine yönelik bazı politika teklifleri çalışmanın sınırını belirlemektedir.
