Abstract

İntegrated border management (IBM) model has been recognized in Turkey within the process of her accession towards the Euro-pean Union (EU). Thus, the term is regarded as peculiar to EU, both in the fields of security and EU studies. However, the model, which simply refers to an innovative and facilitator approach in border management, has long been successfully implemented in the various regions of the world among nation states. It was not until 2001 that the EU has comprehensively embraced the model, and commenced its feasibility actions. But, the implementation of the IBM model, which is complicated enough as a border man-agement model, has become more complicated at the EU level, be-cause of the structural characteristics of the EU. Today, with the adoption of the Schengen Borders Code, the foundation of Frontex and the establishment of Rapid Border Intervention Teams, the model, of which framework was clearly designated by the Hague Programme of 2004, is being implemented at a level not only guid-ing the border policy of the EU but also its political future.
