Abstract

The aim of this study is to propose a new public support program for the economically active poor. In 2011, it was estimated that there were about 4.292 thousand economically active poor people in Turkey. When dependent family members are also taken into account, the poor concerned reaches to an even greater number. However, the public programs for these poor people to alleviate the poverty in Turkey are quite inadequate. Thus, the anti-poverty program, proposed in this study, aims to provide a public support to move on the poor to at least the poverty line set by Turkey Statistics Institute. The results obtained show that the financial cost of this anti-poverty program with regards to public finance requirement is not very high.
