Abstract

One of the fundamental responsibilities of governments is to take measures against the negative impacts of natural disasters on cities. In Turkey, it is under responsibility of governor to plan and develop a disaster management system at the provincial level and to ensure its implementation in case of a disaster. The municipality itself fulfills the supportive duties including service groups rather than being operational at the process of disaster management. The aim of this study is to emphasize the importance of the municipality within the disaster and emergency state management system by drawing attention to “the disaster and emergency state management and planning” in the scope of the Municipality Law No. 5393.
