Abstract
The main aim of this article is to define the Non-Governmental Organization (NGO) concept within the parameters of international affairs discipline. For this purpose the relations between the NGOs and the actors of the international environment is examined within the framework of the model developed which takes the general system model as principle. Additionally, the distinction between the NGOs and the other elements of the civil society is determined, and NGOs are typified. Thus how the NGOs work in a system is examined in a holistic approach as well as their advantages and disadvantages. The main thesis of the article is that: as the emerging result of global trends, NGO concept is a mean of actors which designate these trends, also has the power to affect them as well. Bu Makalenin amacı, Hükûmet Dışı Kuruluş (HDK) olgusunun Uluslararası İlişkiler Disiplini içerisindeki yerini ortaya koymaktır. Bu maksatla, genel sistem kuramı esas alınarak geliştirilen model çerçevesinde, HDK’ların uluslararası ortamın aktörleri ile olan ilişkileri incelenmiştir. Ayrıca, HDK’ların sivil toplum olgusunun diğer unsurları ile ayrımı ortaya konmuş ve tasnifi yapılmıştır. Bu suretle, HDK’ların nasıl bir sistem içerisinde çalıştıkları ve kuvvetli ve zayıf tarafları bütüncül olarak incelenmiştir. Makalenin temel savı, küresel eğilimlerin bir ürünü olarak ortaya çıkan HDK olgusunun, bu eğilimleri belirleyen aktörlerin bir vasıtası olduğu kadar onları etkileyebilme gücüne de sahip olduğudur.
