Abstract
The ʿAbbāsid Revolution, one of the most far-reaching political transformations in Islamic history, has generally been explained in the scholarly literature either through the organizational success of the revolutionaries or through the structural disintegration of the Umayyad state. By contrast, the preventive, monitoring, and resistance strategies developed by the Umayyad administration in response to this rising threat have remained relatively understudied. This study examines the multidimensional counter-strategy pursued by the Umayyad government against the ʿAbbāsid Revolution, particularly under the leadership of Naṣr b. Sayyār, governor of Khurāsān. Within this framework, intelligence activities, black propaganda and delegitimizing discourse, tribal diplomacy, military intervention, the reorientation of the administrative center, and fiscal corrections are analyzed not as isolated measures, but as interconnected components of the Umayyad defensive response aimed at containing the ʿAbbāsid daʿwa and preventing its expansion. The study finds that the Umayyads sought to delegitimize the ʿAbbāsid movement on theological and political grounds by associating it with accusations such as zandaqa, idolatry, and Magianism; that they attempted to mobilize Arab tribes against the movement by turning certain alleged testaments attributed to Imām Ibrāhīm into instruments of anti-ʿAbbāsid propaganda; that they moved to neutralize the leadership in Ḥumayma through exposure and arrest; and that, under political necessity, they even pursued contingent alliances with Khārijite elements. It is also demonstrated that measures such as the reorientation of the administrative center from Balkh back to Merv and fiscal corrections in favor of the mawālī were designed to reinforce administrative, political, and social control. Nevertheless, this multidimensional defensive strategy ultimately failed because of the penetration of the state bureaucracy by ʿAbbāsid cadres, the breakdown of center-province coordination, Marwān II’s inability to provide Khurāsān with timely and adequate support due to his multiple security priorities, and the fact that reforms came too late to restore social confidence. The study therefore argues that the ʿAbbāsid Revolution should be understood not as the passive collapse of a regime that produced no meaningful response, but as the defeat of a political order that resisted until the very end through a variety of instruments, yet proved unable to overcome its structural limitations.
