Abstract

This study examines documents dating from the reign of Sultan al-Malik al-Ẓāhir Sayf al-Dīn Khushqadam, who ruled during the second half of the fifteenth century. Employing the method of diplomatic reading, the article analyzes the wording, diplomatic formal features, titulature (alqāb), and interlinear expressions of these documents. Drawing on the content of decrees, patents, and appointment decrees, the study examines the governance paradigm of the Khushqadam era, the legitimizing rhetoric of power, and the administrative reflexes of center-periphery relations within the state apparatus. The study demonstrates that, while illustrating the bureaucratic standards of the Mamluk chancery tradition, the center pursued a multi-layered governance paradigm -consolidating strict control over the military hierarchy on one hand, while integrating frontier religious institutions into the system through policies of exemption and patronage on the other. Rather than being mere administrative records, the decrees, patents, and appointment decrees examined here constitute a productive case for tracing bureaucratic practice, revealing how central authority constructed its own legitimacy. The diplomatic reading of interlinear expressions in several selected key decrees further demonstrates that these texts were not mere bureaucratic routine but rather reflect the relationship the state constructed with both society and its own bureaucratic-military cadres.
