Abstract
The rapid spread of railroads worldwide in the 19th century brought railway investments to the forefront in the Ottoman Empire as well. The empire’s vast territory and strategic location attracted foreign investors. In this context, the railway projects proposed between Istanbul and Belgrade in 1845, 1855, and 1860 offer an opportunity to comparatively analyze the evolution of the state’s infrastructure policies in terms of route planning, concession terms, and capital guarantees. The central research question is which economic, political, military, and administrative parameters the Sublime Porte used to evaluate these initiatives, and whether the state’s stance or the concessionaires’ financial and technical inadequacies were decisive in the projects’ failure. The study argues that the Ottoman State did not harbor blanket skepticism toward railway investments; rather, it regarded the Istanbul–Belgrade line as strategically important and subjected proposals to a rational screening process. The state evaluated concession seekers’ financial and technical capabilities more rigorously and, particularly in the 1855-1860 initiatives, took legal and administrative measures to preempt future risks and limit financial obligations. Accordingly, the study examines these three initiatives to shed light on the Ottoman bureaucracy’s approach to foreign capital and infrastructure investments, as well as the multidimensional decision-making process that emerged.
