Abstract
This study aims to evaluate the accessibility and transportation safety of emergency routes in Esenyurt, the most densely populated district of Istanbul, using Geographic Information Systems (GIS). Population data from the Turkish Statistical Institute and road and building data provided by the Istanbul Metropolitan Municipality and the Transportation Coordination Center were integrated into a unified GIS dataset in QGIS. Route and isochrone analyses were conducted using the ORS Tools (OpenRouteService) plugin. Isochrone maps were generated to evaluate the shortest and fastest route scenarios for uninterrupted access during a potential disaster. For the same origin and destination points, two scenarios were produced: a distance-based “shortest route” and a time-based “fastest route,” and their spatial outcomes were compared. The shortest route is 5.5 km long and primarily follows secondary streets, whereas the fastest route is 6.8 km and mainly uses arterial roads. Although the routes do not cover entire neighborhoods, they influence access for a substantial population. Additionally, four network intervention strategies were evaluated to strengthen connectivity between hospitals and critical junctions. The findings indicate that the existing emergency transportation network is insufficient in certain areas and that additional connection segments are required to enhance accessibility within the scope of disaster logistics.
