Abstract

TThe purpose of this study is to analyze Türkiye’s economic freedom performance between 2017 and 2025 using Multi-Criteria Decision Making (MCDM) methods. During the analysis process, the weights of the 12 economic freedom indicators identified by the Heritage Foundation were objectively calculated using a hybrid model integrating the CRISUS and CRITIC methods, and the ranking of alternatives was performed using the TOPSIS procedure. According to the results of the hybrid weighting model, the criteria with the highest significance in determining changes in performance were, in order, Judicial Efficiency (0.164), Monetary Freedom (0.115), and Property Rights (0.102); while the lowest impact was found in the Financial Freedom (0.036) criterion. An examination of the performance scores obtained from the TOPSIS analysis reveals that Türkiye reached its peak level in 2021 with the highest proximity coefficient (0.854), and following a decline in subsequent years, it fell to historic lows in 2024 (0.199) and 2025 (0.209). Based on these numerical findings, the study highlights the need for structural reforms in judicial independence and rational monetary policy to reestablish economic freedom.
